The Ministry of Health, Labour and Welfare is promoting the "Annual Paid Leave Acquisition Promotion Period" this month. The Labour Standards Act requires employers to grant a certain number of paid leave days to workers each year, in addition to regular holidays. As of April 1, 2019, employers are also required to ensure that workers take at least 5 days of paid leave per year.

Foreign technical trainees are also entitled to paid leave under the Labour Standards Act. However, some employers and supervising organizations have been found to be improperly implementing the paid leave system, and some trainees have reported being unable to take paid leave.

To address this issue, the following measures are requested:

1. Employers should:
Create an environment that allows trainees to easily take paid leave
Explain the paid leave system and procedures to trainees
Keep a record of trainees' paid leave balances
Plan training schedules with paid leave in mind

2. Supervising organizations should:
Inform trainees about the paid leave system during orientation
Confirm trainees' paid leave balances during audits
Provide guidance to employers who are not properly implementing the paid leave system
Respond appropriately to trainees' concerns about paid leave

Employers and supervising organizations are responsible for ensuring that foreign technical trainees can take paid leave in accordance with the Labour Standards Act.
