The competition will be held according to the 2018 Japan Association of Athletics Federations rules and regulations. Key points include:
1. Final entry and athlete changes: Final entry for each team's order will be accepted from 12:00 to 13:00 on December 30, and changes to the order will not be accepted in principle.
2. Number cards and sashes: Number cards will be provided by the organizer, and athletes must wear them on their chests and backs. Sashes will also be provided and must be worn diagonally from the shoulder.
3. Athlete transportation: Athletes will be transported to the competition venue by bus, and must show their number cards with chips before boarding.
4. Competition rules: Athletes must stay on the left side of the road, except in designated areas where they must follow the instructions of judges. The sash must be passed from hand to hand in the designated zone, and athletes who are unable to continue running will be stopped by judges.
5. Competition signs: Signs will be placed at 1km, 2km, midpoint, 3km to go, and 1km to go, as well as every 5km.
6. Vehicle traffic and railroad crossings: The road traffic law must be obeyed.
7. Doping tests: Athletes who are selected for doping tests must follow the instructions of the staff.
8. Other: In case of an emergency, a team representative must be available in the director's room.
