1. Ensuring a stable financial foundation for local governments: The organization is seeking a 1:1 tax revenue distribution ratio between the national and local governments, with casino taxes being used as a financial resource.

2. Implementing measures to prevent gambling addiction: The organization is calling for the collection of entrance fees from Japanese casino visitors to fund measures to prevent and treat gambling addiction.

3. Ensuring that IR operators do not own the land: The organization is seeking to have IR operators lease the land, rather than owning it, to prevent the risk of land being resold and to promote long-term urban development.

4. Accelerating the IR implementation process: The organization is urging the government to establish IR implementation plans as soon as possible and to start the process of selecting regions for IR development, in order to realize the opening of IRs before the 2025 Osaka Expo.
