Uzaktan Eğitim Uygulama ve Araştırma Merkezi, Bartın Üniversitesi bünyesinde 05.07.2010 tarihinde kurulmuştur. Merkezin amacı, yükseköğrenim görmek isteyen gençler, çalışanlar, kişisel gelişimine önem verenler ve kariyerini ilerletmek isteyenler için zaman ve mekândan bağımsız bir eğitim programı sunmaktır. Merkez, 2017 yılı boyunca her faaliyetin planlaması düzenli olarak yapılmış, gerekli önlemler zamanında alınarak uygulama süreci başlatılmış ve alınan sonuçlar değerlendirilmiştir. 2017 Yılı Birim Faaliyet Raporu, merkezin misyon ve vizyon, yetki, görev ve sorumluluklar, fiziksel yapı, amaç ve hedefler, faaliyetleri, mevcut materyaller, bölümler ve bölüm bilgileri, akademik personel durumu, üstünlükler, zayıflıklar, tehditler, fırsatlar ve eylem planına yer verilmiştir.
