Summary

Il 3° Rapporto sulla sostenibilità del Servizio Sanitario Nazionale (SSN) analizza la performance del sistema sanitario italiano attraverso benchmark internazionali e la spesa sanitaria nel 2016. Il rapporto evidenzia che la classifica dell'OMS del 2000, che collocava l'Italia al 2° posto, ha un mero valore storico e non dovrebbe più essere citata, mentre la classifica Bloomberg sovrastima la qualità del SSN. La spesa sanitaria nel 2016 ammonta a € 157,613 miliardi, di cui € 112,182 miliardi di spesa pubblica e € 45,431 miliardi di spesa privata. Il 28,8% della spesa sanitaria è privata e di questa quasi l'88% è sostenuta direttamente dalle famiglie. Il rapporto identifica anche le macro-determinanti della crisi di sostenibilità del SSN, tra cui il definanziamento pubblico, la sostenibilità ed esigibilità dei nuovi LEA, sprechi e inefficienze e l'espansione incontrollata del "secondo pilastro". Il finanziamento del SSN è aumentato di quasi € 7 miliardi nel periodo 2013-2018, ma la spesa sanitaria in Italia continua a perdere terreno rispetto ai paesi dell'Europa Occidentale.
