Summary

The Railroad Commission of Texas submitted an annual report to the legislature on the Oil Field Cleanup Program for fiscal year 2007. The program was created by S.B. 1103 in 1991 and modified by S.B. 310 in 2001 to increase funding for plugging abandoned oil and gas wells and remediating abandoned oil field sites. From 1992 to 2007, the Commission plugged 23,536 wells and cleaned up 3,690 sites. As of August 2007, there were 370,744 wells, with 109,830 inactive wells, including 16,293 non-compliant wells, of which 9,579 were orphan wells. The number of orphan wells decreased by 1,708 in fiscal year 2007, but 9,987 new wells were added to the population. The Commission's goal is to eliminate the threat of pollution from inactive unplugged wells and minimize the number of orphan wells requiring plugging with Oil Field Cleanup funds.
