Der Kanton Bern hat ein positives Potential dank seiner Lage und der hohen Arbeitsmotivation, gehört aber nicht zu den attraktivsten Wirtschaftsstandorten. Der Handels- und Industrieverein des Kantons Bern (HIV) analysiert und bewertet seit 1998 die Standortqualitäten der bernischen Gemeinden und erstellt ein Rating, das alle 5 Jahre aktualisiert wird. Das Rating umfasst fünf Faktorengruppen: Steuern und Gebühren, Verkehrsanbindung, Bauen und Reglemente, weiche Standortfaktoren und Umgebung und Lebensqualität. Das Ziel ist, den Gemeinden ihre Stärken und Schwächen aufzuzeigen und Unternehmen nützliche Informationen zu liefern. Das aktuelle Rating hat einige Veränderungen erfahren, um die Qualität und Vergleichbarkeit zu verbessern.
