Bishop Troy Barnett, Pastor, was born on May 24, 1971, in Jacksonville, North Carolina, to Alonza and Sophia Barnett. He is married to Lady Tiffany Barnett and has two daughters, Tiana and Taylor Barnett. He was baptized in Jesus Name and received the Holy Ghost at age 9 at United Pentecostal Church in Arlington, Virginia.

Barnett received his Apostolic foundational training under the late Bishop Robert L. Meredith at Shiloh Apostolic Holiness Church in Jacksonville, North Carolina. He was under the pastoralship of the late Pastor Hurshel Langham at Greater Faithful Apostolic Ministries in Massachusetts for 13 years and became a licensed minister in 1998.

In 2007, God led Barnett to Baltimore, Maryland, to continue his growth in the ministry at Refuge Way of the Cross Church of Christ, where Apostle Leroy H. Cannady, Sr., is the Founder. He was ordained an Elder in 2008, a District Elder in 2014, and a Bishop in 2018.

The church's monthly newsletter highlights various events, including Sunday worship at 11:00 AM, livestreamed on Livestream.com/refugewotcc and Facebook, and Wednesday Bible study at 7:00 PM on Facebook. Friday night services include Family Night on 1st Fridays, Men's Ministry on 2nd Fridays, Youth for Christ on 3rd Fridays, and Missionary Board on 4th Fridays (every other month).

The Women's Ministry had a Virtual Women's Health Seminar on June 12th, sponsored by Lady Barnett and conducted by Dr. Ayan De. The seminar discussed various sleep disorders and provided exercising and health tips.

The Men's Ministry had a fellowship at the Greene Turtle Family Restaurant on June 19th, where they shared their experiences and had a great time getting to know each other.

The church also recognizes the achievements of its youth, including Kayla, who has been making good grades in school and will be working with the Baltimore City YouthWorks summer job program.
