## Short Title
This act is officially known as the "Securing American Non-Profit Organizations Against Terrorism Act of 2019."

## Non-Profit Security Grant Program

(a) Establishment: A new program called the "Non-Profit Security Grant Program" is created within the Department of Homeland Security (DHS). The program aims to provide grants to eligible nonprofit organizations for target hardening and other security enhancements to protect against terrorist attacks.

(b) Eligible Recipients: Nonprofit organizations that meet both of the following criteria are eligible:
1. They must be tax-exempt, 501(c)(3) organizations under the Internal Revenue Code.
2. The DHS Administrator must determine that they are at risk of a terrorist attack.

(c) Permitted Uses: Grant funds can be used for:
- Target hardening activities and security enhancement equipment.
- Security training related to physical security, cybersecurity, terrorism awareness, and employee preparedness.
- Any other appropriate activity as determined by the Administrator, including cybersecurity resilience measures.

(d) Period of Performance: Grants must be used over a minimum 36-month period.

(e) Reporting: The DHS Administrator is required to submit an annual report to Congress detailing the expenditure of grant funds by each recipient.

(f) Authorization of Appropriations:
- $75,000,000 is authorized for each fiscal year from 2020 to 2024 to carry out this program.
- Of the authorized funding:
- $50,000,000 is allocated for nonprofits in jurisdictions receiving funding under Section 2003 of the Homeland Security Act.
- $25,000,000 is allocated for nonprofits in other jurisdictions.

(b) Conforming Amendment: Subsection (a) of Section 2002 of the Homeland Security Act is updated to include Section 2009 (the new Non-Profit Security Grant Program) alongside Sections 2003 and 2004.

(c) Clerical Amendment: The table of contents in the Homeland Security Act is amended to add a new entry for Section 2009.
