CIVIS, a European Civic University, was selected in 2019 with a mission to create a space for innovative teaching, research, and cultural exchanges. The governance structure is based on a participative principle, ensuring shared responsibility among partner universities. The structure has evolved over three years, with a step-by-step approach to build a strong, integrated, and legitimate governance. The Board of Rectors, composed of rectors from each member university, is the main governing body, responsible for major decisions, including budget and strategic alliances. The governance bodies rely on two complementary legitimacies: political legitimacy and academic legitimacy. A bottom-up approach is used, with a challenge-based approach and civic engagement implemented through interdisciplinary hubs and Open Labs. The six-month rotation of the presidency has proven adequate and efficient for the Board of Rectors and Steering Committee. Adjustments have been made to improve the agility of the decision-making process, including delegations from the Board of Rectors to the Steering Committee.
