Summary

Progression is central to Skills for Life, and increasing progression rates is crucial to achieving the targets set out in World Class Skills. However, there is a lack of robust research evidence on who progresses and why. Recent research found that between 1996 and 2000, approximately 10% of adults with no qualifications or qualifications at Levels 1, 2, or 3 attained a higher qualification. Under Skills for Life, progression to a higher qualification increased by approximately 30% for adults with qualifications at Level 1 or below. Barriers to progression include time, with learners needing 150-200 hours of time on task to improve their literacy by one level, and attitudinal barriers, which may play a bigger role than socio-economic constraints. Socio-economic constraints are less significant for adult learners than previously believed, and age-related differences also exist, with factors from childhood playing a key role in predicting progression at younger ages, but less of a role at older ages.
