Lori Dengler began earthquake outreach accidentally in the mid-1980s after shifting from rock mechanics research. She established Humboldt Earthquake Education Center (HEEC) as one of six California State University regional earthquake education centers under the CALEEP program. Initial funding ended in 1987, but HEEC survived due to local interest from frequent earthquakes (1986-1991), its isolation from major seismic research centers, and early outreach activities. The 1992 M9.2 Cape Mendocino earthquake sequence provided critical momentum, attracting federal funding for tsunami studies and disaster planning. This led to hiring Kathy Moley as first assistant, who co-created the "Shaky Ground" preparedness magazine and helped form the Redwood Coast Tsunami Work Group. Judy Warren later joined for a decade, expanding outreach and editing subsequent magazine editions. Kerry Sherin has served as Dengler’s primary collaborator for seven years, organizing earthquake-tsunami exhibits at the Humboldt County Fair. HEEC continues its work in tsunami preparedness and community education, demonstrating how sustained support emerges from local engagement and strategic partnerships rather than single initiatives.
