The UNITEL project aims to modernize and internationalize Iranian Higher Education Institutions (HEIs) through collaborative Technology-Enhanced Learning (TEL)-based curriculum development in engineering and STEM fields. The project focuses on developing guidelines for researching the state of the art of HEIs in engineering and STEM studies for TEL, with a particular emphasis on the skills and competences of university lecturers in the digital education era.

The project proposes a framework for teacher digital competences in Iranian universities, using the European Framework for The Digital Competence of Educators (DigCompEdu) as a starting point. The framework encompasses a range of competences in digital learning and teaching, making connections between teachers and learners.

The project identifies three proficiency levels for teacher digital competences: A1 and A2 (building awareness and interest in TEL), B1 and B2 (collaboration and development of new pedagogies), and C1 and C2 (innovation and strategy development). The project also highlights the importance of student motivation, engagement, and self-regulation in online learning, and suggests the use of asynchronous learning modalities, digital laboratories, and blended learning designs to foster greater student engagement.

The project's findings are based on extensive data collection, including surveys and interviews with teachers, students, and business professionals, and are informed by recent research on the adoption and use of online and blended learning in HEIs. The project's recommendations include the development of more fit-for-purpose learning assessment methods, the use of individualized tutoring, interactivity, and feedback in online learning, and the evaluation of the effectiveness of various pedagogies and practices in TEL.
