This graduate research paper examines the use of Vertical Take-Off & Landing (VTOL) Unmanned Aerial Vehicle (UAV) technology for Humanitarian Aid & Disaster Relief (HA/DR) efforts, focusing on the 2017 Hurricane Maria response in Puerto Rico. The study analyzes the applicability of VTOL UAVs in a fixed demand model and a varying demand model to derive results for analysis and generate data for a scalable HA/DR response planning tool. The findings suggest that VTOL UAV technology can provide a lower cost and higher utilization rate during sustained logistics for HA/DR, with a daily cost of $1,887.00 and requiring two operators with three assets, which is approximately 74% less than a single MV-22B with four operators.
