Key Concepts:

Evaluation, Assessment, and Measurement: Evaluate learners' progress individually or collectively, using valid assessment decisions based on reliable measurement instrumentation.
Assessment: Important for determining whether learning has occurred, and to what extent. Allows for the evaluation of learning and provides convincing evidence when methodology is sound.
Measurement: The best-laid assessment plans are useless with shoddy measurement instruments. Reliable data sources are created using reliable measurement instruments.

Six Steps:

1. Identify Learning Goals: Broad, general statements of what the program, course, or activity intends to accomplish.
2. Identify Learning Objectives: Brief, clear statements that describe the desired learning outcomes of instruction.

Step 1: Identify Learning Goals

When: Typically completed early in the process of course or program development.
What: Broad, general statements of what the program, course, or activity intends to accomplish.
How: Discuss handout, generate or critique learning goals for course/program.

Step 2: Identify Learning Objectives

When: After identifying learning goals.
What: Brief, clear statements that describe the desired learning outcomes of instruction.
Types: Cognitive, affective, and behavioral objectives.
Levels: Mastery and developmental objectives.
* How: Generate or critique learning objectives for course, combining types and levels.
