Summary

This study analyzed financial issues on early childhood education and care (ECCE) from a demand perspective in Vietnam, Laos, Cambodia, and Bangladesh, and provided policy recommendations based on the findings to policy makers and education experts in the aforementioned countries. The research found that private expenditure can be a barrier to access to public ECCE facilities, particularly for poor households. The study also identified innovative initiatives to utilize private financial resources to improve access to ECCE, such as public-private partnerships and corporate social responsibility. However, these initiatives are often limited to specific facilities or regions, and there is a need to accumulate knowledge on how to utilize private expenditure to support ECCE while minimizing its negative impact on equity. The research results were presented at various international conferences and workshops, and policy recommendations were shared with government officials and education experts in the respective countries.
