This study aims to develop a practical rating rubric of speaking ability in the classroom setting, specifically for university students of English in Parepare, Indonesia. The research uses a Research and Development approach, involving English speaking lecturers from higher education institutions. The resulting rubric, called Practical Rating Rubric of Speaking Test (P2RST), enables raters to score speaking tests more efficiently, with components including evaluation criteria, band scores, and descriptors. The study finds that existing analytical rubrics can be time-consuming and frustrating for lecturers, leading to infrequent speaking tests, and that the new rubric addresses these issues.
