Cedefop conducted a survey on vocational education and training (VET) in Europe, exploring citizens' perceptions of VET in EU-28 Member States. The survey found that 86% of Europeans are familiar with VET, but it is often associated with preparing for a specific occupation and not with higher education. Many countries still have a negative public discourse on VET, reinforcing stereotypes and misconceptions. The survey shows a strong correlation between the level of information people receive and their participation in VET programs.

The survey also found that 68% of Europeans think VET has a positive image, especially in providing job opportunities and matching employer needs. However, general education is often perceived as having a more positive image than VET. VET graduates are generally more satisfied with their learning outcomes, especially work-related skills, than general education graduates.

The survey highlights the importance of providing information and guidance on VET to increase its attractiveness and participation. It also suggests that breaking the general education/higher education duality might be necessary to make VET more attractive. Overall, the survey shows that VET is associated with positive labor market outcomes, particularly in finding a job quickly after graduation.
