Ukraine's education system has been undergoing modernization since 2016, with a focus on developing digital competence in vocational education and training (VET). The Ministry of Education and Science has introduced policies and initiatives to integrate digital skills into VET programs, including compulsory ICT lessons and elective vocational subjects. VET learners acquire basic digital skills through a cross-curricular approach, and the Ministry is working on a new competence-based standard for upper secondary education level, applying the EU Digital Competence Framework for Citizens (DigComp 2.1). Joint initiatives between the public and private sectors aim to implement digital technologies in educational settings, and new programs have been introduced to extend ICT qualifications in initial VET. However, VET ICT courses and relevant statistics on digital competence remain limited, and the supply side is struggling to meet the growing demand for IT specialists.
