Summary

The European Union's gas transmission system uses multipliers to set relative prices of short-term transmission capacities. Previous research indicates optimal multiplier levels can reduce transport tariffs and maximize consumer surplus, but individually optimal multipliers in regions may cause externalities in other regions. A numerical optimization model simulates the European gas dispatch, analyzing effects of multipliers in regional clusters and identifying internal and external effects. The results show individually optimal multipliers vary among regions depending on demand structure and storage availability, and can cause external effects in other regions, largely depending on location along the gas transport chain. With individually optimal multipliers, potential EU consumer surplus gains are 9% lower than the maximum achievable gains, indicating individually optimal multipliers do not result in the EU optimum due to external effects.
