The Florida Civic Literacy Examination (FCLE) assesses four civic literacy competencies:
1. Understanding of American democracy and its application in the republican form of government,
2. Understanding of the United States Constitution and its application,
3. Knowledge of founding documents and their impact on institutions of self-government,
4. Understanding of landmark Supreme Court cases, legislation, and executive actions and their impact on law and society.
The examination includes multiple-choice items that reflect Webb's Depth of Knowledge, using various stimuli such as primary sources and scenarios, and requires students to recall, explain, interpret, categorize, or draw conclusions.
Competency One covers principles and practices of American democracy, including the social contract, checks and balances, rule of law, due process, equality under the law, popular sovereignty, natural rights, federalism, individual liberty, and republicanism.
Competency Two covers the United States Constitution, including its articles, amendments, and structures, as well as the principles of the Constitution and their application to government and life.
The examination also covers the founding documents, landmark Supreme Court cases, and landmark legislation and executive actions, and their impact on law and society.
