Summary

The impact of trade facilitation measures on international trade flows is analyzed, with a focus on Central America. A modest improvement in trade facilitation could lead to a 2.6% increase in world GDP and a 9.4% increase in world exports. An augmented gravity model is used to study the effect of trade facilitation variables on bilateral trade, using a panel of trade data from 2004 and 2010 for 6 Central American countries. The results show that trade facilitation variables have a negative effect on trade performance, with average ad valorem equivalents tariffs (AVEs) in Central America estimated to be around 30%. The analysis builds on previous work by Anderson and Van Wincoop (2003) and Eaton and Kortum (2002), and addresses limitations of early models using the two-stage estimation procedure proposed by Helpman, Melitz and Rubinstein (2008) and the Poisson maximum likelihood estimator proposed by Silva and Tenreyro (2012).
