Summary

The UIS aims to develop reporting scales to support national governments in measuring and monitoring student learning outcomes in mathematics and reading against SDG Indicator 4.1.1. The Global Alliance to Monitor Learning (GAML) and its technical partner, ACER-GEM, are exploring the development of reporting scales, known as the UIS Reporting Scales (UIS-RS). A proposed approach for meeting the immediate need to define "minimum proficiency levels" for reading and mathematics involves constructing a "UIS proficiency metric" (UIS-PM) and linking national assessments (NAs) and cross-national assessments (CNAs) to it. The UIS-PM will describe content standards, policy descriptors, performance standards, proficiency scale maps, and socially moderated performance standards. The linking process involves evaluating the alignment of performance-level descriptors (PLDs) between the UIS proficiency metric and NAs and CNAs, and setting socially moderated performance standards for NAs and CNAs using a standard-setting method.
