Summary

Los programas de segunda oportunidad son cruciales para mejorar el retorno educativo y las transiciones al trabajo de los jóvenes, especialmente en un contexto laboral marcado por la intensificación de la competencia para conseguir empleo. El paro juvenil está asociado a un detrimento de la salud mental y física, y a mayores probabilidades de sufrir desempleo de larga duración. Las políticas activas de ocupación, como los programas de segunda oportunidad, buscan paliar los efectos del desempleo y la escasa formación de los trabajadores jóvenes. Sin embargo, la promesa neoliberal de que con mejores y más acertadas titulaciones se puede acceder a un trabajo cualificado se ha mostrado ilusoria, y factores intergeneracionales, no cognitivos y de capital cultural y social influyen en el abandono escolar prematuro y el desempleo juvenil. En España, el contexto laboral es especialmente adverso, con una caída marcada en la participación en el mercado laboral de la población joven y un alto porcentaje de graduados universitarios en puestos de trabajo no cualificados.
