The goal of teaching language and literature in high school is to develop language and literary competence, which means the ability to understand language and literature as the basis of national and self-identity and as an art form, and to understand and evaluate national and global cultural heritage. Language and literary competence involves the ability to use language in various communication situations to achieve one's goals, taking into account communication norms and language usage. It also involves the ability to understand, create, analyze, and critically evaluate different texts. Through language and literature education, students should be able to express themselves clearly and purposefully in both spoken and written communication, argue based on a read, viewed, or listened text, and understand the structure and composition of texts. The curriculum includes compulsory courses in Russian language and literature, as well as elective courses in world literature and Estonian literature. The teaching of language and literature aims to develop students' overall competencies, including cultural and value-based competence, social and civic competence, self-definition competence, learning competence, communication competence, and math, science, and technology competence.
