Summary

The 1993 Land Law in Vietnam led to land becoming a commodity, controlled by market mechanisms, causing Khmer and Kinh farmers in the Mekong Delta to diversify their livelihood strategies. Better-off Kinh households bought more land, while poorer Khmer households sold theirs, resulting in shrinking land sizes. Farmers intensified rice farming and combined it with off-farm and non-farm activities, while landless households relied on hired labor. Externally driven forces shifted local labor sources, with hired laborers from outside the area acquired through labor market networking, notably poor Khmer laborers from Soc Trang province contributing significantly to rice harvests in Can Tho.
