Summary

The problem is how charter school authorizers can fairly hold alternative education campuses (AECs) to the basic compact of improved student results in exchange for increased autonomy and accountability, when traditional measures of academic achievement and growth do not tell the full story about students in AECs. AECs can be a challenge due to highly mobile students and scarce data, with 79% serving students in grades 9-12, which are not tested as regularly by state standardized assessments. The A-GAME project aims to develop and disseminate resources and tools to help charter school authorizers in the oversight of AEC charter schools. The project team, including the National Charter Schools Institute and Momentum Strategy & Research, convened a National Authorizer Leadership Team (NALT) to develop recommendations for measuring quality in AECs. The recommendations were developed through a process of consideration of current policy, data, and information, and are intended to be a guide for authorizers to consider when developing their own alternative accountability measures and frameworks.
