Summary

The US school system's inequality is increasingly framed as a function of class, with "race-neutral" policies considering socioeconomic status rather than racial or ethnic identity, but this approach overlooks the intentional policies that trap and isolate students of color in under-served communities and school districts. The current school financing system, based on local control and property taxes, has a history of racial subordination, with Southern states previously limiting or prohibiting local school taxes until disenfranchisement of Black voters. States then circumvented equal funding by apportioning school funding by taxes paid by Black and white taxpayers, with white local officials controlling the allocation of funds, leading to unequal funding for Black schools. Addressing educational funding disparities requires a clear-eyed assessment of the ways in which school finance is informed by a history of racial subordination.
