The effects of dismantling the License Raj in India, a system of central controls regulating entry and production activity in the registered manufacturing sector, vary across Indian states with different labor market regulations. Industries located in states with pro-employer labor market institutions grew more quickly than those in pro-worker environments after delicensing. This result suggests that dropping barriers to investment and entry via delicensing magnified the disadvantage of states with pro-worker labor market institutions, which are associated with weaker industrial performance.
