Summary

Turkey has a population of 81 million, with positive economic growth and a GDP of $28,816 in 2018. The country's economy is based on service and industry sectors, with a majority of employed people working in services. Employment rates for women and men have been growing, but women's employment rate is significantly lower. The Turkish Economic Reform Programme 2020-2022 includes measures for technical and vocational education and training, such as digital content and skills-based programs. The VET system has a centralized multi-level governance structure, with the Ministry of National Education responsible for planning and implementing education policies. Formal VET is administered by the Directorate General of Vocational and Technical Education. Statistics show that the employment rate has increased from 43% in 2010 to 47.4% in 2018, and the participation in VET has remained steady at around 46% since 2014.
