Draft of Transfer Regulations
Introduction:
This draft has been developed to effectively regulate the transfer process of students in higher education institutions in the country.
Chapter One:
Transfers of Students in Public Universities and Higher Education Institutions (Daytime)
Article 1:
Since students are given the opportunity and eligibility to take the entrance exam (Kankor), they have the right to carefully think and choose their desired faculty and field of study. Therefore, they do not have the right to transfer within the same institution or from one institution to another.
Article 2:
Transfers of female students who have successfully completed the first year can be made from one institution to another under the following conditions:
1- Submission of a transfer request (completion of the transfer form)
2- Transfer is only allowed in the same field, year, and semester
3- Approval of both educational institutions
4- Completion of the required Kankor score for the field of study in the same year
5- Having the right to continue studying according to the examination regulations
Chapter Two:
Transfers of Students in Public Universities and Higher Education Institutions (Evening)
Article 3:
Transfers from the evening program to the daytime program are not allowed.
Article 4:
Transfers from the daytime program to the evening program are allowed under the following conditions:
1- Submission of a transfer request (completion of the transfer form)
2- Approval of both educational institutions
3- Availability of the field of study in the evening program
4- Transfer is only allowed in the same field, year, and semester within the same institution
5- Having the right to continue studying according to the examination regulations
Chapter Three:
Transfers of Students in Private Higher Education Institutions
Article 5:
Transfers within a private institution from one field to another, as well as transfers from one private institution to another, are not allowed until the end of the first semester.
Article 6:
Students who transfer from one institution to another are not allowed to transfer again until they complete one semester.
Article 7:
Transfers from private institutions to public institutions are not allowed.
Article 8:
Transfers from public institutions to private institutions are subject to the following conditions:
1- Submission of a transfer request (completion of the transfer form)
2- Approval of both educational institutions
3- Transfer is only allowed in the same field, year, and semester
4- Having the right to continue studying according to the examination regulations
Article 9:
Transfers from one private institution to another are subject to the following conditions:
1- Submission of a transfer request (completion of the transfer form)
2- Approval of both educational institutions
3- Transfer is only allowed in the same field, year, and semester
4- Having the right to continue studying according to the examination regulations
Article 10:
Students in private institutions have the right to transfer only twice during their studies.
Chapter Four:
Transfers of Afghan Students from Foreign Higher Education Institutions
Article 11:
Transfers of Afghan students from foreign institutions to institutions within the country are subject to the following conditions:
1- The student must have the right to continue studying in the relevant field
2- The transfer must be based on a valid reason and approved by the Afghan embassy or consulate in the relevant country and the Ministry of Foreign Affairs
3- The institution from which the student is transferring must be accredited
Article 12:
Students who are studying abroad on government or group scholarships are not allowed to transfer.
Article 13:
Documents submitted for equivalence and continuation of studies are referred to the Commission for Evaluation of Academic Documents in the Department of Academic Affairs and then processed through the Department of Student Affairs.
1- Students who are studying in private institutions abroad can be introduced to private institutions in the relevant province after completing the documentation and equivalence process.
