Summary

The Information Technology and Innovation Foundation (ITIF) congratulates Secretary Jennifer Granholm on establishing the Office of Clean Energy Demonstrations (OCED) and provides additional recommendations for its success. The recommendations include risk management strategies, such as a portfolio approach to managing risk, and a milestone-based approach to continually manage risk over the course of a project's progression. ITIF also suggests that OCED measure success at the portfolio-level, rather than at the project-level, and adopt a milestone-based model for selection and management of energy demonstration projects. The foundation believes that allowing for risk in OCED's portfolio is essential for the office's success and that some degree of failure is unavoidable in the pursuit of innovation.
