Summary

The COVID-19 economic crisis is severely impacting the Inshore fishing sector, with most operators unable to operate due to lack of viable markets and insufficient financial capacity to cover fixed costs. In contrast, larger Whitefish/Prawn vessels appear to be continuing to fish, possibly at marginally profitable levels or with the capacity to operate at negative profitability. The Inshore sector is calling for the introduction of a temporary cessation of fishing scheme under EMFF Article 33 to stabilize the crisis.

Typical fixed costs for an Inshore fishing enterprise with a vessel under 10 meters include:
- Vessel Insurance: €4,000 per annum
- Life Insurance/Mortgage protection insurance/Critical illness Cover: €1,200 per annum
- Motor costs (vehicle insurance, tax, and hire purchase): €6,200 per annum
- Rent/Electricity (premises and equipment storage): €1,000 per annum (rent) and €840 per annum (electricity)
- Harbour Dues/Marina Fees: €1,000 per annum
- Communications/phones/broadband: €800 per annum
- Maintenance Cost/Upkeep: €2,000 per annum

These costs cannot be met through existing government measures, and the sector lacks resilience to cover them, making a temporary cessation scheme necessary to prevent the collapse of many Inshore fishing enterprises.
