Summary

Formerly incarcerated individuals in California face barriers to voting due to felony disenfranchisement laws, which have roots in the Jim Crow era. One in 13 African American voting-age citizens is denied the right to vote, a rate four times higher than non-African Americans. In California, people in state prison or on parole are not eligible to vote, and recent changes to sentencing laws have caused confusion about voting rights for those on community supervision. A lawsuit challenged the Secretary of State's decision to bar individuals on community supervision from voting, and a court ruling in favor of the plaintiffs was stayed pending appeal.
