The 2023 Greater Los Angeles Homeless Count is conducted by the Los Angeles Homeless Services Authority (LAHSA) to inform policies and strategies to end homelessness, with data contributing to California and national understanding. The count, the largest annual Point-in-Time (PIT) Count in the US, is done in partnership with USC and guided by HUD, using a combination of shelter bed counts, estimates, observations, and statistical sampling. LAHSA improved data quality by enhancing quality assurance, simplifying volunteer training, and using a new digital app, resulting in better data quality than before. A new quality assurance process was implemented, including backup paper maps, real-time dashboards, and make-up teams to count uncounted areas.
