Summary

The 9/11 hijackers defeated the US civil aviation security system by exploiting weaknesses in the Common Strategy, which was the last line of defense. The strategy, developed in the 1980s, was based on the assumption that hijackers would issue negotiable demands and not intend to crash the planes. The hijackers strategically chose early morning flights on large Boeing aircraft, selected seats to maximize access to the cockpit, and gained control of the cabin after the seatbelt sign was turned off. They then gained access to the cockpit, possibly by forcing the door open or luring the crew out, and took control of the planes. The exact methods used are not known, but the hijackers' tactics were successful in overcoming the security measures in place at the time.
