Summary

The American Civil Liberties Union (ACLU) report "The War on Marijuana in Black and White" reveals that billions of dollars are being wasted on racially biased arrests for marijuana possession. Between 2001 and 2010, marijuana possession arrests increased, with significant racial disparities existing across the country. Despite similar marijuana usage rates among blacks and whites, blacks are nearly 4 times more likely to be arrested for marijuana possession. The report estimates that states are wasting between $1.2 billion to $6 billion annually on marijuana possession arrests. The ACLU recommends legalizing, depenalizing, or decriminalizing marijuana use and possession, and implementing policing reforms to address racial profiling and biased arrest practices.
