Summary

House Amendments to Senate Bill No. 2369

Amendment No. 1 amends Section 43-1-1 of the Mississippi Code of 1972, renaming the State Department of Public Welfare to the Department of Human Services.

Section 43-1-2 is amended to create the Mississippi Department of Human Services, with the Governor having policy direction. The Executive Director of Human Services is appointed by the Governor and must have a bachelor's degree and 10 years of experience or a master's/doctoral degree and 5 years of experience.

A Joint Oversight Committee of the Department of Human Services is established, composed of Senate and House members, to meet quarterly and make recommendations to the Legislature.

The Department of Human Services is authorized to provide services to eligible individuals, formulate policy, adopt rules and regulations, apply for and expend funds, enter into contracts, and discharge duties necessary to implement programs.

The executive director establishes the organizational structure, including necessary units, and appoints heads of offices, bureaus, and divisions. The organization charts are presented annually with the budget request for legislative review.
