The HUD "8-step" decision-making process determines if flood-free alternatives are available, and if not, measures must be taken to minimize harm to beneficial values and reduce flood risks. The 8-step process includes: determining if the project is in a floodplain or wetland, notifying the public, identifying and evaluating alternatives, identifying impacts, minimizing adverse impacts, reevaluating alternatives, publishing a final public notice if locating in a floodplain or wetland is the only option, and implementing the project after completing all steps. A simplified 5-step process can be used for certain projects, such as repairs or improvements to existing properties, and the grantee must document which process is applicable and complete each step.
