Summary

Representations were received from 13 parties in response to the P124 Definition Consultation issued on 12 May 2003. The parties included YEDL and NEDL, Bizzenergy, Siemens Energy Services, East Midlands Electricity Distribution, NGC, Aquila Networks, LE Group, Scottish Power, Innogy, Scottish and Southern, IMServ, Powergen, and the Association of Meter Operators.

The respondent for YEDL and NEDL, Ann Penford, agreed that an approach based on EAC values is an appropriate method for predicting annual consumption to determine whether a NHH meter should be mandated as Half Hourly. However, they suggested that premises with high demand/capacity should also be considered for HH metering.

Bizzenergy Ltd, a supplier, also agreed that an approach based on EAC values is appropriate but noted that EACs can be unreliable and suppliers should be able to override with actual consumption data if necessary. They believed that one consumption threshold should apply to all profiles.

Both YEDL and NEDL, and Bizzenergy Ltd, agreed that consumption levels should be monitored to ensure that meters in the NHH market that qualify for mandatory Half Hourly metering are transferred into the HH market. They also agreed that Maximum Demand should be used as a criterion to determine whether a meter registered in Half Hourly at the discretion of the supplier should be mandated as Half Hourly.

The respondents provided various questions and responses, including whether a meter should not qualify for exit from Measurement Class C until a period of time has passed without a Maximum Demand above a threshold level, and whether P124 requires further assessment.

Overall, the respondents supported the principles of P124, which aim to remove the link between 100kW premises and the criteria for Mandatory HH Metering, and to base the new criteria on a metering system rather than premises, consumption rather than peak demand for meters registered in the NHH market, and Maximum Demand for meters registered in the HH market.
