Summary

Distinguished participants, the COVID pandemic highlighted the importance of the Biological Weapons Convention, which prohibits an entire class of weapons of mass destruction and contributes to global health security. The Convention needs to be strengthened, with institutional weaknesses addressed, including the lack of an international verification regime and a separate organization to facilitate implementation. The Ninth Review Conference set out a new approach to strengthening the BWC, and discussions have begun in Geneva. A comprehensive and cross-cutting approach is needed to address biological risks, considering all potential sources of risk, whether natural, inadvertent, or intentional. The UN system has established a Biorisk Working Group to address these issues holistically, and a New Agenda for Peace is being developed to include a new vision and solutions for biosecurity. Addressing biorisk is a collective and global responsibility requiring a multiplicity of actors.
