Summary

Chapter 771 of 2019 establishes the Blueprint policy framework and provides $255M in FY 20 and $355M in FY 21 to begin implementing Kirwan Commission recommendations. Chapter 36 of 2021 encompasses final policy and funding recommendations, but was vetoed by the Governor due to COVID-19, then overridden by the General Assembly in February 2021. Chapter 55 of 2021 revises the Blueprint, adjusting deadlines and addressing COVID-19 impacts. The final Blueprint provisions include new policies in five areas to be phased in over 12 years, with $3.5 billion in new State and local funding by FY 30, and expanded publicly-funded full-day pre-kindergarten for low-income 3- and 4-year-olds.
