Over 1,400 representatives of ethnic political parties, ethnic armed organizations, the government, and its military attended the "21st Century Panglong Peace Conference" in Naypyitaw, Burma, from August 31 to September 3, 2016, convened by Aung San Suu Kyi to discuss the future of a post-conflict Burma. The conference aimed to establish a process leading to reconciliation and possibly the formation of a democratic federated state, but progress was hampered by the military's objection to inviting certain ethnic armed organizations and differences over protocol matters. The conference highlighted serious gaps in visions of a democratic federated state and the path to achieving it, with the military insisting on adherence to its "six-point peace policy" and ethnic armed organizations focusing on the need to form a federated state with equal coexistence of ethnic groups.
