Summary

The European Commission's 2018 proposal for the Common Agricultural Policy (CAP) reform includes three new regulations, and the European Green Deal objectives aim to improve farming and food systems' sustainability. This study analyzes the co-legislators' positions, outlines reform scenarios, and expects National CAP Strategic Plans to align with European Green Deal objectives. Four policy scenarios are discussed: reaching a better agreement, withdrawing the 2018 proposal, boosting National CAP Strategic Plans' ambition, and fostering good practices. A case study on Germany explores environmental challenges, conditionality, eco-schemes, and support for organic farming.
