Summary

The Clean Air Task Force welcomes the EU's efforts to mitigate methane emissions, particularly from the oil and gas sector, and sees the EU methane roadmap as an opportunity for Europe to reduce its domestic emissions and create a globally leading policy to address methane emissions from imported oil and gas. Global methane emissions have increased by 50 million metric tons per year since 2000, with fossil fuel production contributing over 30%. The International Energy Agency states that half of today's methane emissions can be cut at no net cost, and three-quarters can be cut with existing technologies. The EU must develop policies to address both domestic and imported methane emissions to reach its carbon neutral goal. The Clean Air Task Force agrees with the importance of implementing Leak Detection and Repair programs and reducing emissions from super-emitters, but expresses concern over the delay in emission reductions and the focus on better measurement and reporting before stricter policy responses can be designed. The organization encourages the European Commission to include essential actions in the methane strategy, such as mandatory Leak Detection and Repair, rapid retrofit or replacement of outdated equipment, and strict standards to eliminate venting and flaring.
