Summary

The Biological Weapons Convention's (BWC) Confidence Building Measures (CBMs) have been in place since 1987, with 64 declarations submitted in 2007, the highest level achieved so far, but still short of universal participation among the 159 Member States. A CBM reader has been prepared to summarize publicly available CBM data from 2006 and 2007, highlighting efforts to increase transparency in biological arms control. Participation in the CBM regime has increased, with first-time submissions from Malaysia in 2006 and Brunei, Lebanon, and Nigeria in 2007. Countries that made their CBM submissions public in 2006 and 2007 include Australia, Finland, Lithuania, Malaysia, Sweden, Switzerland, and the United Kingdom. The CBM submissions provide information on biological containment facilities, biodefence programs, unusual disease outbreaks, past offensive and/or defensive programs, and vaccine production facilities.
