Charter4Change is an initiative to transform the humanitarian system, enabling local and national NGOs to play a more prominent role in humanitarian response. It was launched in 2015 by 4 international NGOs and has 35 signatory INGOs and over 380 national and local NGO endorsers. The Charter includes 8 commitments to address imbalances and inequality in the global humanitarian system, focusing on equality, effectiveness, transparency, representation, funding, and support for local capacity. Endorsers can participate in discussion groups, help hold INGOs accountable, and advocate for localisation. The initiative has working groups for advocacy, capacity strengthening, and endorsers, and provides resources and information on localisation efforts and progress.
