Summary

Children's rights in England have regressed in many areas since 2016, with the response to Covid-19 demonstrating that children's rights and voices are regularly overlooked in UK Government decision-making. The UK's exit from the EU has led to political instability and changes to laws and policies protecting children's rights. The pandemic has exacerbated existing inequalities, with the educational attainment gap affecting disadvantaged children widening for the first time in 12 years. The current cost-of-living crisis is intensifying the effects of child poverty, which has increased since 2016. Despite some positive steps, many General Measures of Implementation recommendations from 2016 have not been progressed, and the laws, structures, and mechanisms needed to realise all rights for all children are not in place.
