Les Fédérations syndicales votent contre la nouvelle organisation du réseau de l'action sociale, considérant qu'elle ne correspond pas aux attentes des personnels et qu'elle entraîne un démantèlement du réseau, une hausse de la charge de travail et une dégradation des conditions de travail. Elles condamnent les suppressions d'emplois, notamment des postes d'assistants de délégation, et rappellent l'engagement de ne pas imposer de départs forcés. Les Fédérations exigent la revalorisation des moyens humains et budgétaires nécessaires au bon fonctionnement de l'Action sociale ministérielle et réaffirment la nécessité d'un réseau d'action sociale de proximité avec des délégués de tous grades.
