Summary

Kodanikeühendused ja huvirühmad, kes on seotud Euroopa Liidu huvirühmade ja võrgustikega, omavad majanduslikku ja sotsiaalset konkurentsieelist. Euroopa Liidu otsustusprotsessis on ametlikel institutsioonidel, nagu Euroopa Majandus- ja Sotsiaalkomitee, marginaalne roll. Kodanikeühenduste keskorganisatsioonide lobitöö Euroopa Komisjoni ja Euroopa Parlamendi juures pole leidnud põhjalikku käsitlust. Eesti kodanikeühendused on saanud toetust Euroopa Liidu abiprogrammide kaudu, näiteks Phare programmi alaprogrammidest. Rahaline tugi on olnud ligikaudu 3,8 miljardit krooni aastail 1992-2001. Mitteametlik mõju on olnud tähtsam, aidates vabaühendustel mõjutada Eesti liitumist Euroopa Liiduga ja tutvustades euroopalikke väärtusi. Vabaühendused on toiminud demokraatia koolina, kus mitteametlike kontaktide kaudu on arutatud ja analüüsitud erinevaid mudeleid. Koostöö kaudu on vabaühendused saanud tugevamaks ja mõjukamaks.
